This request-for-proposal (RFP) was developed for the purpose of scoping and designing an entity to enable carbon credit purchasers to readily compare performance against environmental, social, and governance (ESG) criteria across the the wide variety of credits available in the marketplace. The intent is to help drive carbon market demand towards transacting the high-quality GHG units through development of an independent, credible, evidence-based, transparent entity that assesses GHG units including carbon credits, offsets (and potentially allowances), generated in different contexts.
This RFP was developed in consultation with numerous experts, and evaluation of submitted proposals will also involve expert reviews and assessment. The RFP covers scoping and design only. Development and implementation of the anticipated entity is expected to follow successful execution of the scoping and design phase, but there is no expectation that the awardee of this RFP would be contracted for subsequent implementation.
By the end of 2019, we expect to award a six-month contract, deliverable-based contract for $300,000 to the winner of the RFP. The terms of the contract will be:
An additional $100,000 may be made available in early 2020 if warranted.
