About the Kigali Cooling Efficiency Program (K-CEP)

Climate-friendly cooling cuts pollution and saves lives. Cooling is essential to human health and prosperity, and is becoming more important as the world urbanizes, economies grow, and the planet heats up.

But air-conditioning, refrigeration, and other forms of cooling are dominated by the use of human-made fluorinated gases (F-gases), which can be up to 10,000 times more potent than carbon dioxide in driving climate change. Left unchecked, F-gases could account for nearly 20 percent of climate pollution by 2050. Cooling also uses huge amounts of energy, often generated by fossil fuels, and is therefore a critical challenge for reducing carbon emissions.

ClimateWorks serves as the secretariat for the Kigali Cooling Efficiency Program (K-CEP), a philanthropic collaboration that supports the Kigali Amendment of the Montreal Protocol by helping developing countries transition to efficient, climate-friendly, and affordable cooling solutions. Under the Kigali Amendment, 197 countries committed to cut the production and consumption of hydrofluorocarbons (HFCs) by more than 80 percent over the next 30 years. This effort has the potential to avoid up to 0.4°C of global warming by the end of the century. K-CEP focuses on the energy efficiency of cooling and other climate-friendly solutions in order to double the climate benefits and significantly increase the development benefits of the Kigali Amendment’s aim to phase down HFCs. K-CEP focuses on four core areas:

  • Strengthening for Efficiency: Developing country capacity and ownership is critical for the transition to efficient, climate-friendly cooling. K-CEP supports efforts to enhance the energy efficiency know-how and technical capacity of developing countries by offering support for staff, training and knowledge resources, advice for governments, and funding to integrate energy efficiency into industrial conversion projects. We also support governments to develop National Cooling Plans which set national priorities for efficient, climate-friendly cooling measures across sectors and Ministries. These efforts complement the existing and emerging work of the Montreal Protocol Parties, agencies, and institutions.
  • Policies, Standards, and Programs: K-CEP engages with countries that are willing to ambitiously and quickly integrate energy efficiency into solutions in order to meet the cooling challenge. Partnerships with these countries help accelerate national and corporate energy efficiency cooling policies, standards, and programs that have the potential to reduce emissions and contribute to sustainable development.
  • Finance: K-CEP supports financial solutions that help overcome market barriers and increase the penetration of efficient, climate-friendly cooling products. By supporting financial mechanisms such as on-bill financing schemes, consumer rebate programs, project preparation support, and service-oriented models, K-CEP aims to mobilize much larger amounts of public and private finance for efficient, climate-friendly cooling.
  • Access to Cooling: To avoid “lock-in” of high-carbon technologies while responding to the growing demand for cooling in developing countries, access to cooling must be a development priority. K-CEP aims to make efficient, climate-friendly cooling accessible to all by elevating the profile of cooling as a development priority, and by providing support to the most vulnerable countries and communities through a range of locally owned cooling solutions.

K-CEP works in partnership with UN agencies (UN Environment, UNDP, UNIDO), the World Bank, the International Energy Agency, SE4All, and a growing coalition of NGOs, businesses, academia and civil society organizations around the world.

K-CEP is a global program but is housed at the ClimateWorks Foundation in San Francisco. K-CEP has a program secretariat, The Efficiency Cooling Office (ECO), which provides day-to-day management of the program, and has regular check-ins with the ClimateWorks Executive Team and provides updates to the ClimateWorks Board. K-CEP reports on strategy and impact to a Funder Steering Committee (FSC) that is made up of representatives from K-CEP’s funding partners. A Technical Advisory Committee (TAC), composed of some of the world’s leading thinkers on efficient cooling and climate action provides guidance for strategy and investments.

K-CEP is currently in its fourth and final year of the first phase of the program. The program secretariat is currently working on developing the strategy for Phase 2 of the program, which will run from 2021 to 2024. Fundraising for the second phase of the program has already begun in earnest.

Job Summary

Head of Industry Engagement and Access to Cooling is responsible for overseeing an existing $13+ million grant portfolio across two of the four K-CEP Windows and will be in charge of developing new grant portfolios for two of the four Windows once Phase 2 is launched. In Phase 1 (current phase), Strengthening for Efficiency (Window 1) supports efforts to enhance the energy efficiency capacity of developing countries by offering support for staff, training and knowledge resources, advice for governments, and funding to integrate energy efficiency into industrial conversion projects for manufacturers. These efforts complement the existing and emerging work of the Montreal Protocol parties, agencies, and institutions. Access to Cooling (Window 4) aims to make efficient, clean cooling accessible to all by elevating the profile of cooling as a development priority and by providing support to the poorest countries and people through a range of locally owned cooling solutions. In Phase 2, the focus of the windows shifts slightly, with a focus on Industry Engagement (supply side and demand side) and the continuation of the Access to Cooling work, focused on passive cooling solutions, food cold chains, and vaccine/medicine cold chains.

Head of Industry Engagement and Access to Cooling actively manages, supports, and directs Window 1 (industry) and 4 (access) grantees (grantees include multilateral development banks, UN agencies, developing country NGOs, research organizations, etc.), providing strategic and technical advice and ensuring grantees provide thorough quarterly reports, fulfil grant milestones in a timely manner, and extract and share lessons with the broader efficient, clean cooling community. Head of Window Industry Engagement and Access to Cooling is also responsible for keeping the rest of the ECO team up to date on Window 1 and 4 progress, raising issues as necessary and working collaboratively to find solutions.  While the strategy development for Phase 2 is already underway, the Head of Industry Engagement and Access will take over this work to help set the strategic direction of the program, working closely with the Executive Director, Non-Executive Directors, the ECO team, and the K-CEP Funder Steering Committee.

We are looking for candidates who possess excellent work experience, particularly in climate mitigation and related economic and social issues in developing countries. The successful candidate should have 8-10 years of relevant professional experience that combines intellectual and managerial leadership in the field of climate change mitigation, preferably in the field of energy efficiency and in an international context. A Master’s Degree in a relevant field such as environmental economics, politics or science, development studies, natural resources management, public policy, or another relevant climate change-related field is strongly preferred; combined with a track record of working on and managing high impact, high budget projects, campaigns and/or programs. The ideal candidate has acquired solid experience in a number of different developing countries and exposure to development and climate-related agencies, such as those of the UN, World Bank, and others at the international and national levels.

The position requires excellent organizational and program management skills, good attention to detail, and a technical understanding of energy efficiency and international development issues (for example the SDGs) as well as climate change. Experience and relationships in the cooling manufacturing space would be an asset, as would technical expertise in cold chains. The Head of Industry Engagement and Access to Cooling reports to the Executive K-CEP Director.

This position is an at-will, exempt position. As K-CEP is housed at ClimateWorks, the selected candidate will be a ClimateWorks employee. This role can be undertaken as a secondment from a credible organization.

Essential Duties and Responsibilities

Includes the following and other duties as assigned:

  • Manage Window 1 and 4 grantees, working closely with grantees as required and ensuring approach stays aligned with the K-CEP results framework.
  • Work with Window 1 and 4 grantees in completing quarterly and annual reports and ensuring reports are delivered on time.
  • Work with Window 1 and 4 grantees in timely and adequate completion of milestones, keeping grantees on track and accountable.
  • Oversee the conclusion of Window 1 and 4 grants portfolios, ensuring maximum possible results within the constraints of impacts from the Covid-19 pandemic.
  • Problem-solving and re-scoping of work as needed
  • Conduct quarterly check-in calls with Window 1 and 4 grantees.
  • Actively promoting/ facilitating collaboration across K-CEP workstreams
  • Ensure the right information is on the K-CEP knowledge management system
  • Oversee implementation by providing strategic guidance to grantees, making connections with other parts of the program, advising on communications, engaging with stakeholders and other work pertinent to the grant
  • Provide any necessary briefing notes and reports for the K-CEP Executive Director, TAC, and FSC including quarterly scorecards and newsletter (ongoing)
  • Represent the window externally, for example at meetings of the Montreal Protocol, industry meetings, and meeting with key country government and other stakeholders. This may include presenting the work of the program at conferences, workshops, and other events (in person or remotely during Covid-19).
  • Help set the Phase 2 strategy on Industry Engagement and Access to Cooling
  • Support the launch of Phase 2, including overseeing RFP processes, grantee selection, project launches and then ongoing grants management for Industry Engagement and Access to Cooling Windows
  • Events/Travel: including periodic field visits, meetings with grantees, quarterly meetings with ECO, attendance at events such as the mid-year grantee meeting, the Meeting of the Parties of the Montreal Protocol, and other events to be identified (note travel is currently suspended during Covid-19).

Required Qualifications

  • Undergraduate degree required; Advanced degree strongly preferred—with a background in environmental sciences, economics and/or public policy desired.
  • 6-10 years of relevant, professional experience including, but not limited to, program management, research, consulting, policymaking, etc.
  • Exceptional analytical and problem-solving skills
  • Exceptional writing, editing, and communications skills
  • Attention to detail and strong organizational skills
  • Experience and comfort working in a highly collaborative and deadline-driven professional environment.
  • Ability to work efficiently and successfully with minimal supervision
  • Ability to effectively manage time, projects, budgets and teams

  • Willingness to travel (noting current restrictions due to Covid-19)
  • Ability to occasionally take early or late calls to accommodate different time zones where needed

ClimateWorks offers an excellent benefits package and a competitive salary that is commensurate with experience. San Francisco, CA is the preferred location for this position, though alternative locations may be possible.
